Yes I am a CIA Whistleblower
Lawful Intelligence Community whistleblowing is to report to authorized officials through authorized channels what you believe reasonably evidences violations of laws, policies, and procedures. No personnel actions can be taken against you for such reporting because by law an adverse action taken against you is a reprisal. Typically they attack your character and your work with salacious lies to discredit you and to fire you. You can go from hero to villain in the snap of a finger as a means for them to defend and cover up their wrong doing.
Violating no pre-publication and non-disclosure agreements, I can assert that yes, I am a Central Intelligence Agency (CIA) and Intelligence Community whistleblower who has alleged reprisals for engaging in lawful whistleblowing. There is a publicly available lawsuit on this matter filed in December 2016 with the United States District Court District of Colombia, which went through the required CIA reviews and approvals before its filing. And it was the CIA that connected my alias name with my true name through their mail to my house in the alias name. They dared to name me James S. PARS, making fun of my allegations of reprisals through a negative performance appraisal, known as a PAR. Negative performance appraisals are the choice and most common reprisals taken against whistleblowers—and easily identified as a reprisal by the connection to the act of blowing the whistle.
There is public information available that provides significant details of my allegations of reprisals taken against me in response to my reporting of violations of laws, which by United States Federal laws, I was required to report, to authorized officials through authorized channels. However, the result of my lawful reporting, speaking truth to power through authorized channels, was a laundry list of reprisals with serious harm and damage to the welfare of my family. We were in a single-income household with a special needs child at the time. The CIA had no interest in correcting the violations I reported and engaged in a vicious and vindictive laundry list of reprisals against me to cover up what were clearly violations of EEO laws and PPD-19-protected disclosures. I was a manager in a warzone with a subordinate who was harassed because of the behaviors and actions of my superior. I politely, professionally, and with the facts, spoke up for that subordinate. An innocent older man who was a US Military veteran and skilled in his job was about to be fired through false accusations. I spoke truth to power with the proper tones and words. However, the rest is history.
My years long ordeal of reprisals, with no real and meaningful investigations of the reprisals, would lead me to be able to report that Inspector General for the Intelligence Community (ICIG), Michael K. Atkinson, weaponized the Intelligence Community Whistleblower Protection Act to target President Donald J. Trump with a frivolous and unfounded hearsay allegation of wrongdoing that did not fall under the DNI or ICIG authorities. Meanwhile, disclosures by myself and others went unanswered, ignored, or turned down despite these being credible firsthand information with significant amounts of documentation on the allegations.
My character of many years of work in the Miami business world, the United States Army, and US Federal Government, speaks for itself. Fourteen years of distinguished business experience in the private sector, honorable US Military service with an award, and eight Exceptional Performance Awards for mostly war-zone work for the US Government. All of my US Government Performance Appraisals (PARS) were mostly "Exceeded" or "Outstanding" performances, with several nominations for collaboration awards.
